Though it appears to be and is correctly designated as a "lake", the blue section of the Topanga Incident image is largely (but not completely) dry lakebed filled with flammable vegetation. There is *some* water in there, but the lake is not anywhere near the total designed capacity, which is designated by the blue outline.I hope this helps. The vobbo service looks interesting, but we're not sure how we might use it at this time.
